Voting by mail has grown in popularity to the point that more Yellowstone County residents requested mail ballots for the November general election than went to the polls. (The county tallied 37,907 early ballots and had 71,204 voters total.)
Many Montana elections have been conducted exclusively with mail ballots in which all registered voters receive ballots at home and have the opportunity to vote at their convenience. Cities, schools, water, sewer and fire districts and even county bond issues have been placed on all-mail ballots. The result generally has been that more voters participate than in go-to-the-poll elections.
