AG proposes changes to Ontario election act - thestar.com:

Snowbirds, students, people with disabilities and members of the military would find it easier to vote in provincial elections - including special ballots by mail -- under new legislation proposed Tuesday by Ontario Attorney General Chris Bentley.

The changes follow recommendations of an all-party legislative committee last year and are aimed at 'modernizing' elections so that, for example, college and university students can vote while away at school instead of in their home ridings, Bentley said.
